For those that can't see them, it's either cause the 15 days since the deletion passed, or you have already requested a restoration of that avatar, then deleted it again, in a short time.
THIS FUNCTION IS NOT TO BE ABUSED, by deleting your avatar every few days then requesting a restoration.
