Maybe that's the devs plan all along first release the regions as eye candy than add some features, then more eye candy and last but not least, fill everything with gameplay content. At least that's my take on dev priorities.

Sounds legit yes. And it's basically the steps of development.
Be it, there is the option on expanding content already in place. New positions, clothing,etc.

Actually, the next update's going to be the Bank with cash transfers. Brandon's post was 9 months ago. Careful about bumpin' threads.
