I know it's flash based. After that I couldn't say for sure. I googled a bit and some site said that flash based games are programmed in AS3. That doesn't tell me much, but I'm sure some more google could get results. ^^

The "style" of the game basically looks the same as the MnF games from 2008. If I had to guess, I'd say Adobe CS3 or possibly CS6 (I can't see Vadim springing for the business license for Creative Cloud).
