I think perhaps establishing a marketplace of sorts within the game would be a better way to control just how much money some of the players make out of designing these room templates. It could add some competition and force designers to keep their prices more realistic.
I would agree with a controlled in-game marketplace for apt/house designs could be help control prices & income if the marketplace is setup with price ceilings & floors.
Why do you need to control how much people earn? You don’t need a design to use an apartment so why the need to keep design prices realistic? If someone did a fantastic design that took them hours and you restricted price then they would just do quicker, less good ones: who wins? A marketplace is a great idea; where you can compare value and price. When you restrict price it no longer is a marketplace.
